Mounties gotta 4 wheel like everybody else. I’ve seen Cherokees used in law enforcement as well.

One of my local PDs had a couple.
That town’s a hardcore “Mopar or no car” town, and when the Charger wasn’t out yet ... well, you bought Durangos and Dakotas. I think they grudgingly bought some Crown Vics back then too.
(...they now have some Explorers.)

Mounties in the area I live in all use F150s, Tahoes, and Silverados because of the road conditions or lack thereof. Most likely why your area has one.

As old as that thing is and what it is , I would assume it’s used for some specialized function like parking enforcement or moving “your speed is...” type signs around that certainly isn’t a patrol function and doesn’t rack up very many miles.
